ABOUT WFP

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.

The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The 2024 CFSVA will be conducted jointly by the Ministry of Agriculture and Animal Resources (MINAGRI), the National Institute of Statistics Rwanda (NISR), the Ministry of Emergency Management (MINEMA) and the National Child Development Agency (NCDA).

Technical inputs will also be received from the Ministry of Local Government (MINALOC), the Ministry of Health (MoH), and the Ministry of Gender and Family Promotion (MIGEPROF).

As per previous assessments, WFP and partner organizations will conduct the CFSVA in April 2024. It will provide a relatively favorable snapshot of the food security situation in the country as many households will be expected to still have food stock from current harvest.

Based on the analysis, specific recommendations will be drawn for social protection, food security and nutrition interventions, including geographic and household level targeting criteria.

In addition to the main report output, the 2024 CFSVA will avail data that will be compiled for policy briefs to inform government and partners’ food and nutrition security programmes.

Through an in-depth data collection and analysis exercise, the CFSVA will provide the Government and the development partners with information on:

• Levels of household food insecurity including the identification and characterization of socio-economic groups (based on demographic characteristics and livelihood/rural labor patterns) most vulnerable to food insecurity.

• The areas and population groups that are the most food insecure, including: how many they are, their geographic distribution, causes why they are food insecure, and how external assistance can make a difference in reducing hunger and supporting their livelihoods.

• Malnutrition among children and mothers of sampled households, health conditions (including mortality) and care practices with the aim to analyze root causes of malnutrition as well as linkages between food security and nutrition.

• Changing importance of agricultural production to household livelihood strategies; analysis of food production constraints; extend of post-harvest losses and their impact on the food security situation; and how improved crop production, livestock restocking, and market initiatives can contribute to improve the food security situation.

• Provide recommendations on the development of national food security and assistance strategies.

• Strengthened utilization of the findings for use in the social protection sector. It is under this context that WFP Rwanda seeks the service of a senior food and nutrition security analyst to lead the report writing of this assessment.
